Hanna congratulates Dr Russell to replace her but PNP says hold up

Outgoing South East St. Ann member of parliament Lisa Hanna has congratulated Dr. Kenneth RussellI on a successful election, and will be her replacement for the People’s national party, PNP, come the next general election, however, the PNP says not so fast.

In the wee hours of Monday morning, Hanna posted saying she is ready to work with Dr. Russell on the transition.

Her comments came following the run-off in South East St. Ann where three aspirants Dr. Kenneth Russell, Wavell Hinds and Patricia Duncan Sutherland clashed at the polls and Dr. Russell coming out on top with over 40 per cent of the votes.

But according to the PNP, that was premature, as “the results of this exercise (the election) were inconclusive in determining the successful candidate, as none of the candidates met the requirements as set out in the PNP’s Bi-Rules.”

Such PNP Bi-Rules notes that the winning MP aspirant must receive a minimum of 50% plus one of the total votes cast on the day, for him/her to be deemed the provisional candidate for the constituency.

None of the three aspirants presented to the delegates met that threshold and so, the party says it “will be referring the matter to the Election Monitoring Committee (EMC) and the officers of Region One to make a decision pursuant to Clause 29 of our bi-rules which states that the EMC in consultation with the Region shall determine the process which may involve a run-off with the two top aspirants.”

Those two are Dr. Kenneth Russell who secured 358 or 46.2 per cent and Wavell Hinds secured 245 or 31.6 per cent of the PNP delegates who voted Sunday.

The third was Patricia Duncan Sutherland who could only get 171 or 22 per cent.
